    Once the players have all finished their go the dealer takes the 2nd card. The dealer must continue to take cards until they reach 17 or more. Say you had 19 and the dealer had 18, if no rules were in place, then the dealer may decide to try and gamble and beat you. But he may also go bust, therefore, allowing everyone at the table to win.
